Chrysler is delaying its IPO plans.

NEW YORK (CNNMoney) Chrysler Group will delay its plans to sell shares to the public until the first quarter of next year, its Italian owner Fiat said Monday.

The company said its underwriters have determined it is not practical to meet the original plans for an initial public offering by the end of this year.

The shares set to be sold belong to a union-controlled trust fund that was set up in 2007 to pay health care costs for Chrysler retirees. That trust fund owns 41.5% of Chrysler shares.

The trust was set up in 2007 as a way of reducing the financial burden on Chrysler of paying these costs.. The fund was never supposed to have a large stake in Chrysler, but when the automaker ran out of cash in 2008, the only asset it could offer it was its own stock.

    It’s been a banner year for private-platform health insurers, as some very large enterprises including Walgreen, IBM, Time Warner, and Home Depot have shifted at least some of their employee base to a privatized exchange. The two names here that should benefit are Aon (NYSE: AON  ) , which runs the Aon Hewitt Corporate Health Exchange and had landed 18 clients with 5,000 or more employees as of last month, and Xerox (NYSE: XRX  ) , whose subsidiary Buck Consultants built RightOpt, an employer-based privatized exchange aimed primarily at retirees who are getting the boot from their corporate health benefits plan.

The ratio has decreased when compared to its ROE from the same quarter one year prior. Currently, a ROE of 45.9% is higher than all the 1,805 companies in the Diversified Industrials industry.     I’m perfectly happy recycling past investment ideas, and PCTEL (PCTI) treated me quite well indeed when I owned the stock about a decade ago. Since that time, though, the company has gone through a significant transformation and is really only the same in name only. Different isn’t always better, but I do believe that PCTEL now operates a collection of businesses with interesting growth and margin potential. PCTEL does not appear to be tremendously undervalued today on a cash flow basis, but with almost $3 per share in cash on the balance sheet further acquisitions could improve its growth prospects further.

Shares of PCTI are now quickly moving within range of triggering a major breakout trade. That trade will hit if PCTI manages to take out its 52-week high at $10 with high volume.

    Traders should now look for long-biased trades in PCTI as long as it’s trending above near-term support at $9.50 or above $9.08 and then once it sustains a move or close above $10 with volume that hits near or above 80,200 shares. If that breakout triggers soon, then PCTI will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that breakout are $12 to $13.
