Federal Reserve Board Chairwoman Janet Yellen told House lawmakers Tuesday in her prepared remarks that she expects “a great deal of continuity” in the Federal Open Market Committee’s approach to monetary policy.

However, Yellen conceded during the question and answer session with lawmakers that the Fed would pause its tapering of asset purchases if there was a “notable change” in the economic outlook, and increase asset purchases again if there were “a significant deterioration in the outlook — either for the job market or if inflation would not be moving back up over time.”

While receiving mostly congratulations from the lawmakers in taking her new post, Rep. Jeb Hensarling, R-Texas, chairman of the committee, reminded Yellen of his committee’s yearlong examination of the Fed via its Federal Reserve Centennial Oversight Project. “Any agency or bureau of government that is 100 years old probably needs a good check-up, especially one as powerful as yours,” Hensarling said. “And I remind all, independence and accountability are not mutually exclusive concepts.”

The chlorovinyls segment consists of an integrated chain of products, which including chlor-alkali and derivative products (chlorine, caustic soda, vinyl chloride monomer (VCM), vinyl resins, ethylene dichloride, chlorinated solvents, calcium hypochlorite, hydrochloric acid and phosgene derivatives and compound products (vinyl compounds and compound additives and plasticizers). In North America, the Company is one of the producers of VCM, vinyl resins, and vinyl compounds.

During the year ended December 31, 2012, approximately 45%t of its vinyl resins production was sold into the United States and Canadian merchant markets where its vinyl resins were used in a variety of flexible and rigid vinyl end-use applications. During 2012, the largest end-uses of its products were for pipe and pipe fittings, siding, extruded shee t and film and window profiles.     Because shares of H.B. Fuller Co. (FUL) have rallied over 50% in the past year, analysts at Deutsche Bank downgraded the chemical products maker early on Friday on a valuation call.

    The analysts downgraded FUL from “Buy” to “Hold” and see shares reaching $50. This price target suggests a 10% upside to the stock’s Thursday closing price of $45.44.

    From a technical perspective, LXU ripped higher here right above some near-term support at $31.45 and back above its 50-day moving average of $32.51 with heavy upside volume. This stock also flirted with its 200-day moving average at $35.22, before closing just below that level at $33.72.

    Traders should now look for long-biased trades in LXU as long as it’s trending above its 50-day at $32.51 and then once it sustains a move or close above its 200-day at $35.22 to Friday’s high of $36 with volume that’s near or above 147,784 shares. If we get that move soon, then LXU will set up to re-test or possibly take out its next major overhead resistance levels at $40.37 to $42.79.

    Kronos Worldwide, Inc. Since 1916, Kronos Worldwide has been producing titanium dioxide pigments (TiO2), the world’s primary pigment for providing whiteness, brightness and opacity. Kronos Worldwide also owns the world’s largest mining operation of ilmenite, the raw material used for titanium products such as white pigment titanium oxide and titanium metal products. Citi analyst James Finnerty told clients in a note Monday that Kronos Worldwide could be a target for Tronox Ltd (NYSE: TROX) as the combined entity would account for 19% of global titanium dioxide capacity. Moreover, a buyout offer could be partially funded by a seven-year $1.5 billion term loan that Tronox Ltd secured in March, with around $700 million used to pay down existing debt. On Monday, Kronos Worldwide rose 7.96% to $18.58 (KRO has a 52 week trading range of $14.44 to $20.52 a share) for a market cap of $2.15 billion plus the stock is down 4.7% since the start of the year and up 273.1% over the past five years. Kronos Worldwide has no P/E and has a forward dividend of $0.60 for a dividend yield of 3.5%.

All Other

The All other category includes the continuing operations of the TEL business (primarily sales of TEL in North America), as well as contract manufacturing performed by Ethyl. Ethyl manufacturing facilities include its Houston, Texas and Sarnia, Ontario, Canada plants. The Houston plant is engaged in petroleum additives manufacturing and produces both lubricant additives and fuel additives. The Sarnia plant is engaged in petroleum additives manufacturing and produces fuel additives. The All other category financial results include a service fee charged by Ethyl for its production services to Afton. Its remaining manufacturing facilities are part of Afton and produce both lubricant additives and fuel additives.

    The biotech sector has been pretty exciting this year with small cap biotech stocks Prana Biotechnology Limited (NASDAQ: PRAN) and TNI BioTech (OTCMKTS: TNIB) having recently produced noteworthy news for investors while Acceleron Pharma, Inc (NASDAQ: XLRN), Ophthotech (NASDAQ: OPHT) and BIND Therapeutics (NASDAQ: BIND) have just set term sheets for their upcoming IPOs. Just consider all of the following recent news:

    Surge in Biotech IPOs. Unquote.com has noted a surge in biotech IPOs this year as there have been almost 30 biotech IPOs since January – marking a 13-year high and sparking some concerns about a bubble. More specifically and according to the National Venture Capital Association (NVCA), there was just one venture capital-backed biotech IPO in the US in the first quarter of this year, but this was followed by a massive increase of 20 in the second quarter and a further six since July. There has also been a small uptick in venture capital-backed European biotech companies going public (four) with a listing on the Nasdaq appearing to be the most popular or rather the safest option.   New IPO Term Sheets. This month, a couple of small cap biotech companies announced their terms for upcoming IPOs, including 1) Acceleron Pharma, Inc, a clinical stage biotech developing protein therapeutics for cancer and rare diseases, plans to raise $65 million by offering 4.7 million shares at a price range of $13 to $15; 2) Ophthotech, a clinical-stage biotech developing therapeutics for eye diseases, plans to raise $100 million by offering 5.7 million shares at a price range of $16 to $19; and 3) BIND Therapeutics, a clinical-stage biotech developing a platform of targeted and programmable therapeutics, plans to raise $71 million by offering 4.7 million shares at a price range of $14 to $16. Eastman Chemical Company, a chemical company, engages in the manufacture and sale of chemicals, plastics, and fibers in the United States and internationally. The company operates in four segments: Coatings, Adhesives, Specialty Polymers, and Inks (CASPI); Fibers; Performance Chemicals and Intermediates (PCI); and Specialty Plastics. The CASPI segment manufactures resins, specialty polymers, and solvents that are used in the production of paints and coatings, inks, adhesives, and other formulated products. The Fibers segment offers Estron acetate tow and Estrobond triacetin plasticizers used in cigarette filters; Estron natural and Chromspun solution-dyed acetate yarns for use in apparel, home furnishings, and industrial fabrics; and cellulose acetate flake and acetyl raw materials for acetate fiber producers.   • [By Victor Selva] e exception. The firm has made an emphasis on its acetate tow production, mainly used for cigarettes. The company stands out for using coal as its input, in contrast with other competitors using petroleum and gas, both more expensive for production. This mark up has allowed Eastman to transfer some of its increasing costs onto prices,  without compromising its sales revenue.

    In addition to this, the acquisition of Solutia Inc. (former global leader in performance materials) completed on July 2, 2012, broadened Eastman’s specialty chemicals output by adding automotive and solar end products to its portfolio.

    Although Eastman is a highly diversified company, it has proven to be severely affected by negative cycles of the economy. Even though this feature is not appealing whatsoever to investments, it certainly has caused it to become a cheap alternative. And, a quite promising one, since the economic recovery boosted its revenue, as a result of Eastman’s focus on cost-advantage production methods.

    Other specialty chemical competitors, such as Ashland Incorporated (ASH) didn’t show such a promising comeback, and the drop in revenue during 2012 was anticipated by investor Jean-Marie Eveillard (Trades, Portfolio), who sold out his 3.9 million share position by the third quarter of that year.

    Another industry giant, Huntsman Corporation (HUN) did show more promising results, and less volatile revenues during these last years. This, of course, has led to a high price to earnings ratio discouraging investors as we see later.

    Geographically Diversified

    On 2012, almost 50% of Eastman sales were generated in North America, while more than 25% were in Asia and 20% in Europe, Middle East and Africa. This diversification is to be taken into account since it guarantees long-term revenue, even if cigarette consumption decreases in some specific region (for instance, American sales declined  in recent years),
