Today, let’s take a look at some of the least expensive stocks in the S&P on a price-to-book value basis, with an eye toward understanding why book value might not be the best way to judge whether these stocks are truly cheap.

On a book-value basis, financial stocks have had low book values for a long time. Genworth Financial (NYSE: GNW  ) trades at just one-third of book value, while plenty of other insurance companies and banks offer price-to-book ratios of between 0.5 and 0.75.     Another under-$10 biopharmaceutical player that’s starting to trend within range of triggering a big breakout trade is Neostem (NBS), engages in the development of proprietary cell therapy products. This stock has been hit hard by the sellers during the last three months, with shares off by 22%.

    If you take a look at the chart for Neostem, you’ll notice that this stock has recently spiked higher back above both its 50-day moving average at $6.41 and its 200-day moving average of $6.60 a share. This move has also pushed shares of NBS back above some near-term overhead resistance levels at $6.57 to $6.98 a share. That move is quickly pushing NBS within range of triggering another breakout trade above some key near-term overhead resistance.

    Market players should now look for long-biased trades in NBS if it manages to break out above some near-term overhead resistance at $7.22 a share with high volume. Look for a sustained move or close above that level with volume that hits near or above its three-month average action 327,514 shares. If that breakout triggers soon, then NBS will set up to re-fill some of its previous gap down zone from October that started just above $8 a share. If that that gap gets filled with volume, then NBS could easily tag its next major overhead resistance levels at $9 to $9.50 a share, or even its 52-week high at $9.89 a share.

    Traders can look to buy NBS off weakness to anticipate that breakout and simply use a stop that sits right below its 50-day moving average of $6.41 a share, or near more support at $6 a share. One can also buy NBS off strength once it takes out $7.22 a share with volume and then simply use a stop that sits a comfortable percentage from your entry point.

    There are three ETFs primarily aimed at frontier markets right now:

    The iShares MSCI Frontier 100 ETF (NYSE Arca: FM) is weighted toward the Middle East (62.26%), with most of that spread between Kuwait, Qatar, and the United Arab Emirates (UAE). It’s up 13.20% year to date. The PowerShares MENA Frontier Countries (Nasdaq: PMNA) is even more weighted to the Middle East (81%), with the rest focused on Africa. Kuwait, Egypt, UAE, and Qatar are the top holdings. PMNA is up 5.16% year to date. Guggenheim Frontier Markets (NYSE Arca: FRN), on the other hand, is mostly focused on Latin America (79.71%), with a big concentration in emerging market Chile (50.68%). Other countries with significant exposures include Colombia, Argentina, Kazakhstan, and Egypt. This fund has done poorly, however, and is down 15.74% on the year.

    The more aggressive may want to invest in frontier markets individually, but only two of these countries have ETFs devoted mostly to them.

Market Leader is a smaller (and growing) business that’s similar to both Zillow and Trulia. Since Market Leader is still earnings negative, we can’t compare it on a P/FCF basis, but we can look at other metrics. For one, Market Leader trades at a still-ridiculous-but-slightly less-so 57.2 times forward earnings. It trades at 6.4 times last year’s sales. Zillow trades at 16.4 times last year’s sales. Management expects sales to hit (on the high end) $182 million — that implies a price of 10.55 times forward sales. If they double a year or two after, which would be unbelievably phenomenal, it would trade at 5.3 times sales.
