The tech wreck began on March 10, 2000, when the tech-laden Nasdaq composite index hit its all-time record of 5048.62. By the end of the bear market, the Nazz had fallen to 1114.11 — a 78% decline. But fund investors were hit even harder.

How much? Currently, there are 159 technology funds, assuming you count each share class as a separate fund. Those funds are down 20.7% since 2000. In contrast, funds that track the Standard & Poor’s 500 stock index have gained an average 46.2%. The technology wreck, which ran from March 10, 2000, to October 9, 2002, ripped 80% from the average tech fund, vs. 43.1% for the average S&P 500 index fund.

    This week, Defense Secretary Chuck Hagel proposed a defense budget that would reduce the US Army to its smallest force since before World War II. And we were woefully under-prepared for that war.

    The proposals will face powerful resistance from members of Congress, veterans’ organizations, arms manufacturers and more. Complete details of the proposed federal budget are to be released next week.

    The timing is unfortunate. For example, consider this headline from last night: “Russia says it will respect the ‘territorial integrity’ of Ukraine.” Maybe. But such statements are meaningless.

    Amid considerable other global unrest these days, reducing our spending on defense seems imprudent. However, various constraints that have built up over time require it, or reductions elsewhere.

    Fifty years ago, the military made up nearly half of government spending. Now it’s about 17 percent. Entitlements were one-third of the budg et then. Now they’re approaching two-thirds. “This is a time for reality,” Hagel said.

    Under the new approach, the emphasis is to shift from the longstanding goal of being able to fight two wars simultaneously, such as in Europe and Asia; and toward such threats as cyber warfare and terrorism.

    For instance, the size of the active-duty military would decline by 13 percent and the reserves by 5 percent in coming years. But Special Operations forces would grow by 6 percent.

    Inevitably, this would mean increased risk in the event of a second crisis. “You have fewer troops, fewer ships, fewer planes,” Hagel said.  “Readiness is not the same standard. Of course there’s going to be risk.”

    From a technical perspective, ELX bounced modestly higher here right above some near-term support at $7.95 with decent upside volume. This stock has been trending sideways inside of a consolidation chart pattern over the last month, with shares moving between 7.50 on the downside and $8.46 on the upside. This modest spike is now starting to push shares of ELX within range of triggering a near-term breakout trade above the upper-end of its recent sideways trading chart pattern. That trade will hit if ELX manages to take out some near-term overhead resistance levels at $8.34 to $8.46 with high volume.

    Traders should now look for long-biased trades in ELX as long as it’s trending above some key near-term support levels at $7.95 or $7.50 and then once it sustains a move or close above those breakout levels with volume that hits near or above 786,981 shares. If that breakout hits soon, then ELX will set up to re-test or possibly take out its 52-week high at $8.99. Any high-volume move above $8.99 will then give ELX a chance to tag its next major overhead resistance levels at $10 to $11.19.

CONSOL Energy Inc. (CONSOL Energy), incorporated in 1991, is a producer of coal and natural gas for global energy and raw material markets, which include the electric power generation industry and the steelmaking industry. During the year ended December 31, 2011, the Company produced 62.6 million tons of high-British thermal unit (Btu) bituminous coal from 12 mining complexes in the United States. In addition, it provides energy services, including river and dock services, terminal services, industrial supply services, coal waste disposal services and land resource management services. It also has the right to extract CBM on 139,000 net acres in the San Juan Basin, 20,000 net acres in the Powder River Basin and 92,000 net acres in eastern Ohio and central West Virginia. Its Marcellus wells are primarily horizontal wells with 2,500 to 5,000 feet of lateral length. As of December 31, 2011, the Company had the right to extract natural gas in Pennsylvania, West Virginia and New York from approximately 361,000 net acres.

CONSOL Energy controls approximately 346,000 net acres of rights to gas in the New Albany shale in Kentucky, Illinois and Indiana. The New Albany shale is a formation containing gaseous hydrocarbons, and its acreage position has thickness of 50-300 feet at an average depth of 2,500-4,000 feet. CONSOL Energy has 249,000 net acres of Chattanooga Shale. It has 457,000 net acres of Huron shale in Kentucky and Virginia. During 2011, the Company drilled 254.9 net development wells and 47 net developmental wells.

CONSOL Energy provides other services to its own operations and others. These include land services, industrial supply services, terminal services, including break bulk, general cargo and warehouse services, and river and dock services water servic es. Fairmont Supply Company, which is CONSOL Energy’s subs! idiary, i! s a general-line distributor of mining, drilling, and industrial supplies in the United States. During 2011, approximately 12.6 million tons of coal was shipped through CNX Marine Terminal Inc.’s exporting terminal in the Port of Baltimore.
