An hour into the trading week, Citigroup (NYSE: C ) is down 0.05%, after falling 0.33% in weekend trading: this after a five-day run that saw shares in the superbank rise 3.44%. With two bits of good news that hit the wires over the last three days, a down day for Citi isn’t what I expected to see.

But before we dive into that, here’s a quick glance at where Citi’s peers and the markets are starting out the week’s first day of trading:
Bank of America is up 0.08%. JPMorgan Chase is down 0.59%. And shares in Wells Fargo are down 0.24%.
The markets are all down, with the broader S&P 500 down 0.20% already, the narrower Dow Jones Industrial Average down 0.27%, and the Nasdaq Composite down 0.10%.
One and one don’t always make two
On Friday, Traders Magazine reported that Deutsche Bank (NYSE: DB ) edged out Citigroup as the world’s top foreign-exchange trading operation. Why is this good news for Citi? Deutsche only beat Citi by the narrowest of margins: 0.28%. This is the closest the two-bank race has been since 2004.

One under-$10 technology player that’s quickly moving within range of triggering a major breakout trade is ParkerVision (PRKR), which designs, develops and markets its proprietary radio frequency technologies and products for use in semiconductor circuits for wireless communication products. This stock has been red hot so far in 2013, with shares up sharply by 105%.
If you take a look at the chart for ParkerVision, you’ll notice that this stock has been uptrending strong for the last month, with shares soaring higher from its low of $2.38 to its recent high of $4.29 a share. During that uptrend, shares of PRKR have been consistently making higher lows and higher highs, which is bullish technical price action. That move has now pushed share of PRKR back above both its 50-day and 200-day moving averages. Shares of PRKR have now moved within range of triggering a major breakout trade.
Traders should now look for long-biased trades in PRKR if it manages to break out above some near-term overhead resistance at $4.29 a share with high volume. Look for a sustained move or close above that level with volume that hits near or above its three-month average volume of 2.51 million shares. If that breakout triggers soon, then PRKR will set up to re-fill some of its previous gap down zone from late October that started at $7.50 a share. Some possible upside targets if PRKR gets into that gap down zone with volume are $5 to $6 a share.
Traders can look to buy PRKR off any weakness to anticipate that breakout and simply use a stop that sits right below its 200-day moving average of $3.90 a share, or near its 50-day moving average of $3.56 a share. One can also buy PRKR off strength once it takes out $4.29 a share with volume and then simply use a stop that sits a comfortable percentage from your entry point.

I hate to be the one to say I told you so, but, I told you so. It’s Vringo, Inc. (NASDAQ:VRNG) all over again. What’s that? The euphoria – the certainty – that drove ParkerVision, Inc. (NASDAQ:PRKR) shares from a price of $2.46 to a high of $7.78 in just seven trading days, only to see it all come crashing down on the 8th day. (OTCBB:PHOT) were on the receiving end of another dose of good news on Thursday…. not that they necessarily needed it. That’s when a study conducted by researchers at the University of Texas was published, illustrating how not only did the advent of medical marijuana not increase crime, but rather, coincided with a (relative) decline in crime.

Though they’ve been lumped into the same category as Medical Marijuana Inc. (OTCMKTS:MJNA) and Tranzbyte Corp. (OTCMKTS:ERBB), names like Nuvilex Inc. (OTCMKTS:NVLX) and Growlife Inc. iShares S&P Global Energy Sector Index Fund (the Fund) seeks investment results that correspond generally to the price and yield performance of the Standard & Poor’s Global Energy Sector Index (the Index). The Index is a subset of the Standard & Poor’s Global 1200 Index, and measures the performance of companies that Standard & Poor’s deems to be part of the energy sector. Component companies in the Index include those engaged in oil equipment and services, oil exploration and production, and oil refineries.

The ishares Dow Jones U.S. Energy Sector Fund (IYE) tracks the performance of 99 major energy stocks in the U.S. IYE is actually up 20% for the year, but it has been trending downward over the past month. Meanwhile, the ishares S&P Global Energy Sector Fund (IXC) is up just 10% so far for the year. This fund, which also contains 99 holdings from all over the world, provides perhaps the best view of how the energy sector is faring on the global level. It has also fallen in the past month.

Kabel Deutschland (KD8) jumped 8.2 percent to 80.84 euros, for the biggest advance on the Stoxx 600, after Vodafone, the world’s second-largest wireless carrier, confirmed it discussed acquiring the German cable operator to expand in the broadband and TV market.
