Puerto Rico’s sales-tax bonds rallied after rival groups of bondholders disclosed details of negotiations over how to divide up the tax revenue, suggesting the sides are making strides toward resolving a major issue in the island’s bankruptcy.

The securities were among the most actively traded Friday. Subordinated sales-tax bonds due in 2042 — which have a lower claim on the funds — climbed to an average of 41 cents on the dollar from 38.5 cents Thursday and traded for as much as 44.8 cents, according to data compiled by Bloomberg. Senior securities due in 2040, among the most heavily traded, rose to an average of 84.8 cents from 81.6 cents.

President Trump’s temporary SEC chief has already taken steps to curb the agency’s ability to go after financial crime.

Now, four top Democratic senators are raising the alarm. In a letter Wednesday, senators Elizabeth Warren, Sherrod Brown, Robert Menendez, and Brian Schatz called on the agency’s inspector general to examine whether Acting Chairman Michael Piwowar overstepped his authority by scaling back the agency’s investigative powers and moving to potentially roll back two agency rules.

Lawmakers questioned whether Piwowar’s actions “exceed his authority” as the interim head of the agency. They are concerned that his moves violated agency procedures because they were taken without a minimum number of commissioners to approve new regulations. Only three out of the five SEC’s commissioners seats are currently filled.

“We ask that you conduct an investigation into each of these decisions to determine whether they are legally permissible,” the senators wrote.

We have been fans of Swedbank (OTCPK:SWDBY) (OTCPK:SWDBF) for quite a while now. In July 2016, we published our first article on the name. At the time, Swedbank was offering a very compelling investment case. It was hard not to be bullish on the stock given its predictable revenue stream, robust asset quality trends, rock-solid capital ratios, appealing valuation multiples, and a very attractive dividend yield. Since then, the stock has had a good run, especially after taking into account the dividend. With that being said, Swedbank had a weak 2017. In fact, it was one of the worst-performing banking stocks in the Nordic region. Such a weak performance is mainly attributed to investor concerns regarding a potential bubble in the Swedish housing market. Indeed, after more than 10 years of impressive growth, property prices in Sweden have decreased by almost 10% since September 2017. However, the country’s macroeconomic environment remains robust. In our view, even a prolonged correction in the Sweden’s housing market should not be an issue for Swedbank’s asset quality, especially given its solid balance sheet and low loan-to-value ratios. As such, we believe market fears are overblown. With the stock trading at just 11x forward earnings and a 6.4% dividend, Swedbank is a buy, in our view.
