It happens late in nearly every bull market: Complaints that value-fund managers are beginning to “cheat” on their mandates by sneaking growth companies into their portfolios, high valuations and all, goosing performance now but taking big risks on when the next bear market may arrive. Now those worries are back, with the twist that the tongue-wagging is concentrated on the FAANG names Facebook, Amazon, Apple, Netflix and Google parent Alphabet, high-fliers that have led growth stocks to a decade of whipping value’s performance.

But there’s a smarter way to do value than just looking for cheap stocks, say experts led by Bill Miller, the unorthodox value investor whose 15-year streak (through 2005) of beating the Standard & Poor’s 500 index is still a benchmark no active manager can touch.

The key is to avoid the mistake of thinking “value” means nothing more than a low stock price. Now running his own fund after decades at Legg Mason Value Trust, Miller’s focus was and is on finding companies focused on high returns on invested capital and free-cash-flow growth, as well as large market opportunities. That helps small and large investors alike distinguish stocks that are undervalued from those that are simply cheap.

The U.K. reached an accord with international inspectors that will help keep the flow of nuclear materials going after the country leaves the European Union.

The International Atomic Energy Agency’s board of governors could approve the U.K.’s draft safeguards this week in Vienna, according to a statement. The IAEA deal will “replace existing agreements” between the U.K. and European Atomic Energy Community, or Euratom, that are needed for the import and export of fuel used in nuclear power plants.

Euratom’s main function is to safeguard nuclear fuel, making sure it isn’t diverted to make weapons. The U.K. will lose that service from Euratom once it departs the EU. Companies including Urenco Ltd. and Electricite de France SA had warned that leaving Euratom without adequately replacing its monitoring services could endanger Britain’s nuclear industry.

Membership in Euratom has helped Britain become a leading manufacturer of reactor fuel and a key participant in EU-led nuclear research projects. Prime Minister Theresa May’s government has drawn fire for the decision to leave Euratom. The organization governs the transport of radioactive materials, reactor fuel, medical isotopes and commercial atomic technology.

President Trump caused the U.S. dollar to slump Wednesday.

The dollar dropped 0.7%, a major move, after Trump told the Wall Street Journal that the dollar is “getting too strong.”

“I think our dollar is getting too strong, and partially that’s my fault because people have confidence in me,” Trump said. “But that’s hurting — that will hurt ultimately.”

The dollar hit its highest level in 13 years shortly after Trump won the election. It was widely viewed as a sign that investors believe America will grow faster than other parts of the world.

But now the dollar might be getting too mighty. The president is worried that US businesses, especially manufacturers, won’t be able to compete. American goods are more expensive relative to European or Japanese products when the dollar’s value is too high.

“It’s very, very hard to compete when you have a strong dollar and other countries are devaluing their currency,” Trump said.

Tuesday was a relatively volatile day for the markets seeing the major indices swing between positive and negative a couple times. Crude oil proved to be positive once again and sent most oil & gas stocks higher as well as some of the industrials. The tech sector was mostly positive, drawing most of its gains from the medium and smaller companies in the index. Financials were largely negative on the day with a couple exceptions. Outside of this, the markets were very mixed with no clear rhyme or reason in a broad sense.

Crude oil was last seen up about 1.6% at $45.10.

    Nautilus, Inc. (NYSE: NLS) shares jumped 11.2 percent to $14.95. Nautilus is expected to release Q1 results on May 7, 2018. Craig-Hallum initiated coverage on Nautilus with a Buy rating and a $19.00 price target.

    Stars Group Inc. (NASDAQ: TSG) climbed 9.6 percent to $32.10. Stars Group Inc (NASDAQ: TSG) announced plans to acquire Sky Betting & Gaming for $4.7 billion.
    Insmed Incorporated (NASDAQ: INSM) shares jumped 9.1 percent to $25.66. Credit Suisse upgraded Insmed from Neutral to Outperform.
    Tennant Company (NYSE: TNC) rose 8.4 percent to $75.65 after the company posted upbeat Q1 results and raised its FY18 earnings outlook.
    Command Security Corporation (NYSE: MOC) shares gained 6.4 percent to $3.0960 after the company disclosed a $23 million five-year contract with LaGuardia Gateway Partners for LaGuardia Airport New Central Terminal Building.
    Helios and Matheson Analytics Inc. (NASDAQ: HMNY) rose 6.2 percent to $2.41 after falling 10.98 percent on Friday.
    Vectren Corporation (NYSE: VVC) shares rose 5.7 percent to $69.31. CenterPoint Energy, Inc. (NYSE: CNP) announced plans to acquire Vectren for $72 per share in cash.
    Hanesbrands Inc. (NYSE: HBI) gained 4.9 percent to $18.035. Stifel Nicolaus upgraded Hanesbrands from Hold to Buy.
