    Shareholders in Polaris Industries (PII) are having a stellar year in 2013; shares of the $9 billion ATV manufacturer are up more than 55% since the calendar flipped over to January. But even if you missed the move, you shouldn’t ignore this stock. PII looks like it’s still got higher ground ahead of it.

    That’s because Polaris is currently forming an ascending triangle pattern, a bullish price setup that’s formed by a horizontal resistance level above shares at $137 and uptrending support to the downside. Basically, as PII bounces in between those two technical levels, it’s getting squeezed closer and closer to a breakout above $137. When that happens, we’ve got a buy signal in shares.


    Berkshire is currently forming a descending triangle pattern, the bearish opposite of the ascending triangle in PII. The descending triangle is formed by downtrending resistance pushing down from above shares and horizontal support to the downside, in this case at $111. A breakdown through $111 is Berkshire’s sell signal.

    A parabolic drop in relative strength since June indicates that Berkshire has been woefully underperforming the S&P 500 in recent months — you can see it from the stock’s inability to make new highs in November. Buyers look anemic here, but failure to catch a bid at $111 is the start of something bigger.

WASHINGTON — Mississippi has sued credit reporting giant Experian (EXPR), alleging sweeping errors in the company’s data and routine violations of consumer protection laws. Mississippi’s action — and a previously unreported multistate investigation of credit bureaus led by Ohio — represent a significant new legal challenge to the industry. Mississippi Attorney General Jim Hood’s complaint against Experian Information Solutions was filed without fanfare last month in a Biloxi state courthouse and transferred to Mississippi federal court late last week. The lawsuit accuses Experian of knowingly including error-riddled data in the credit files of millions of Americans, jeopardizing their ability to obtain loans, employment-related background checks and sensitive government security clearances. Experian has even wrongly reported that consumers are on a federal terrorism watch list, the lawsuit said. Both Experian and a spokesman for its trade group, the Consumer Data Industry Association, declined to discuss the litigation or related questions about the quality of the company’s data. Experian warned investors earlier this year that the U.S. Consumer Financial Protection Bureau and its British counterpart were regulatory agencies responsible for protecting consumers and said, “It remains uncertain how these bodies may affect our credit and consumer business processes and business models in the future.” Experian told investors that, to the best of its knowledge, it complies with data protection requirements, but it warned that, “We might fail to comply with international, federal, regional, provincial, state or other jurisdictional regulations, due to their complexity, frequent changes or inconsistent application and interpretation.” Despite the errors, the Mississippi lawsuit said, Experian provides no straightforward way for consumers

    Justin Sullivan/Getty Images NEW YORK and DETROIT — U.S. banks looking to get in on a booming market for financing new-car sales have run into a formidable competitor: the auto manufacturers themselves. Financing arms of car companies, including Toyota Motor (TM), Honda Motor (HMC) and Ford Motor (F), made half of all new U.S. car loans in the first quarter, up from 37 percent a year earlier and the largest percentage of the market in four years, according to credit data firm Experian (EXPR). These companies also write the vast majority of leases, which contributed a record 26 percent of new car sales in the quarter, up from 23 percent last year and 20 percent in 2012. The financing arms are providing subsidies from the manufacturers, lowering monthly payments and extending loan terms to make it easier for buyers to drive away in a shiny, new vehicle. As a result, major banks are increasingly moving into riskier parts of the market to make loans. U.S. Bancorp (USB), for example, for the first time ever decided to start financing used cars, an area of the market that the automakers’ finance companies have little interest in. It also started offering loans to less creditworthy borrowers. And Wells Fargo (WFC) has been leveraging off a nationwide deal with General Motors (GM) to provide loans subsidized by the No. 1 U.S. automaker. Wells sees this as a way to gain more of the used car loan business at GM dealerships. The aggressive push by car companies is beginning to raise questions among industry analysts and consultants about whether it is sustainable. If interest rates rise, the automakers could find the incentives too costly unless they are prepared to take a hit to profits — with any pullback in the deals being offered customers running the risk of hurting demand.     Stocks ended a mini-losing streak on Friday, led by upbeat news from Intel (INTC). The Dow Jones industrial average (^DJI) rose 41 points, after sliding more than 200 over the previous two days. The Nasdaq composite (^IXIC) gained 13 and the Standard & Poor’s 500 index (^GPSC) added 6 points. Those modest gains did little to trim the loss for the week. The major averages posted their biggest weekly declines in more than two months. Intel is a component of all three big indexes, and it jumped 7 percent after raising its revenue guidance for the current quarter. The company sees stronger business demand for PCs than it previously expected. Intel shares are up 23 percent over the past six months. The Intel news had a ripple effect. Computer maker Hewlett-Packard (HPQ) rose more than 5 percent and Microsoft (MSFT) gained 1½ percent. Part of the increased demand Intel points to is tied to corporate buyers who need to replace their Windows XP machines, because Microsoft has stopped providing technical support for that platform. But Apple (AAPL) lost more than 1 percent. The stock is down since its 7-for-1 stock split took effect on Monday. There were two other big stories that had some legs beyond the companies directly involved. Open Table (OPEN) agreed to be acquired by Priceline (PCLN) for $2.6 billion. Open Table, which provides restaurant reservations, jumped 48 percent. Other online service providers rode the coattails of that deal. Yelp (YELP) gained 14 percent and Groupon (GRPN) gained 4 percent. In the retail arena, Express (EXPR) jumped 21 percent after a private equity firm took a 9.9 percent stake in the teen retailer and indicated it may make a buyout offer. That gave a boost to Aeropostale (ARO) and American Eagle (AEO), which both rose more than 2 percent. Abercrombie & Fitch (ANF) gained 1½. Sarepta Therapeutics Inc., formerly AVI BioPharma, Inc., incorporated on July 22, 1980, biopharmaceutical company focused on the discovery and development of ribonucleic acid (RNA)-based therapeutics for the treatment of rare and infectious diseases. The Company’s product candidates include Eteplirsen, AVI-6002, AVI-6003, and AVI-7100. As of December 31, 2011, the Company primarily focused on advancing the development of its Duchenne muscular dystrophy drug candidates, including its lead product candidate, eteplirsen, which is in a Phase IIb trial. The Company is also focused on developing therapeutics for the treatment of infectious diseases, including its lead infectious disease programs aimed at the development of drug candidates for the Ebola and Marburg hemorrhagic fever viruses. The Company’s program focuses on the development of disease-modifying therapeutic candidates for Duchenne muscular dystrophy (DMD). The Company initiated a Phase IIb trial for eteplirsen in August 2011 with an objective of initiating a pivotal trial subsequent to 2011.


The Company is also leveraging the capabilities of its RNA-based technology platforms to develop therapeutics for the treatment of infectious diseases. Duchenne Muscular Dystrophy Program

The Company’s lead program is designed to address specific gene mutations that result in DMD by forcing the genetic machinery to skip over an adjacent contiguous piece of RNA and, thus, restore the ability of the cell to express a new, truncated but functional, dystrophin protein.


Eteplirsen is an antisense PMO-based therapeutic in clinical development for the treatmen t of individuals with DMD who have an error in the gene codi! ng for dystrophin that can be treated by skipping exon 51. Eteplirsen targets the frequent series of mutations that cause DMD. Eteplirsen has been granted orphan drug designation in the United States and European Union. In addition to the Company’s lead product candidate, eteplirsen, the Company is actively pursues development of a product candidate that skips exon 45 through an IND-enabling collaboration.


Anti-Viral Programs

The Company is implementing its RNA-based technology platforms in its anti-viral programs for the development of therapeutics to treat viruses, such as Ebola, Marburg and influenza. The Company’s arrangement with DoD supporting the development of the Company’s Ebola and Marburg virus drug candidates provides funding for all clinical and licensure activities necessary to obtain approval of a New Drug Application (NDA), by the United States Food and Drug Administration (FDA), if DoD exercises all of its options under the arrange ment. During the year ended December 31, 2011, the Company paused its clinical development efforts on AVI-7100 and is exploring funding opportunities or partnerships with DHHS and industry collaborators to advance its development.


The Company’s anti-viral therapeutic programs use the Company’s translation suppression technology and applies its PMOplus chemistry backbone, an advanced generation of its base PMO chemistry backbone that selectively introduces positive backbone charges to improve selective interaction between the drug and its target. The Company’s translation suppressing technology is based on Translation Suppressing Oligomers (TSOs), which are PMO-based compounds that stop or suppress the translation of a specific protein by binding to their specific target sequence in mRNA.


The Company is pursuing development and regulatory approval of its Ebola and Marburg hemorrhagic fever virus product candidates under the FDA’s Animal Rule. The Co mpany’s lead product candidate against the Ebola virus infec! tion is A! VI-6002. For Marburg virus infection, the Company’s lead product candidate has been AVI-6003. In February 2012, the Company announced that the Company received approval from the FDA to remove one of the two oligomers composing AVI-6003 and proceed with a single oligomer approach, AVI-7288, given that efficacy in non-human primates has been demonstrated to be attributable to this single oligomer. The Company is exploring the feasibility of alternate routes of administration of its Ebola and Marburg drug candidates, and at DoD’s invitation, the Company is developing a proposal to be submitted for a study to demonstrates feasibility of the intramuscular route.


AVI-6002, which is a combination of AVI-7537 and AVI-7539, is designed for post-exposure prophylaxis after documented or suspected exposure to the Ebola virus. The Company is evaluating the feasibility of developing AVI-7537 as a single agent for the post-exposure prophylaxis after documented or suspected exp osure to Ebola virus. AVI-6003, which is a combination of AVI-7287 and AVI-7288, is designed for post-exposure prophylaxis after documented or suspected exposure to Marburg virus. In February 2012, the Company announced that the Company received approval from the FDA to proceed with AVI-7288 as a single agent against Marburg virus infection. The Company intends to proceed with dosing AVI-7288 in the Phase I multiple ascending dose studies and in non-human primate studies.


Influenza Program

The Company’s anti-viral therapeutic programs are also focused on the development of the Company’s product candidates designed to treat pandemic influenza viruses. AVI-7100 is the Company’s lead product candidate for the treatment of influenza and employs its PMOplus technology. In June 2011, the Company initiated dosing of AVI-7100 through intravenous infusion in single-ascending doses in up to 48 healthy adult volunteers. As of December 31, 2011, the Company pau sed its clinical development efforts on AVI-7100 and are exp! loring fu! nding opportunities or partnerships to advance its development.


The Company has developed three new phosphorodiamidate-linked morpholino oligomers (PMO)-based chemistry platforms in addition to its original PMO-based technology. The Company’s PMO-based molecules are designed to sterically block the access of cellular machinery to pre-mRNA and mRNA without degrading the RNA. Through this selective targeting, two distinct biologic mechanisms of action can be initiated: modulation of pre-mRNA splicing and inhibition of mRNA translation.

    Sarepta Therapeutics said it plans to sell as much as $100 million in new shares and also granted underwriters a 30-day option to buy as much as $15 million more. Plug Power announced a sale, but said the amount would depend on “market and other conditions.”


    Shares of Sarepta Therapeutics have fallen 4.5% to $38.79 at 4:49 p.m. in after-hours trading, while Plug Power has tumbled 8.7% to $6.12.

    Shares of Sarepta Therapeutics (SRPT) have surged more than 40% today after the biotech company said that the FDA would consider one of its drugs sooner than expected. The Wall Street Journal explains:

    Sarepta Therapeutics Inc. said Monday that it would submit a new drug application to the U.S. Food and Drug Administration by the end of the year for its experimental treatment for a fatal degenerative disease that afflicts children.


    Shares surged more than 50% in early trading as the news seemed to mark a reversal in the company’s dealings with the FDA.

    Late last year, the agency suggested that the company needed to do a larger, late-stage study for eteplirsen, which treats Duchenne muscular dystrophy treatment, a fatal disease that destroys muscle tissue in children and afflicts about one in every 3,500 boys born across the globe, according to Sarepta.

    Leerink’s Joseph Schwartz and Paul Matteis are “intrigued” by the FDA’s decision:

    We are intrigued that the FDA is allowing [Sarepta] to start a confirmatory eteplirsen study with an open-label design, although we are cautious that the FDA is also encouraging the company to start placebo-controlled studies for other exon-skippers as soon as possible in order to build the case for eteplirsen approval. We are cautious that the FDA will have the same concerns that were highlighted in today’s press release when it reviews eteplirsen in 2015, and may opt to continue to wait for more controlled data to be convinced. Importantly, the FDA believes it is not appropriate to exclude patients who lose ambulation while on drug from the analysis (modified intent-to- treat), which has been key for eteplirsen to compare favorably to historical control (which includes such patients). Multi-Mission Mobil Video

The MMV also uses an Extension Link which is a separate transmitter and receiving system that increases the operating range of the MMV.

The Company has incorporated a video encryption feature that allows fir st responders to transmit on-scene video to the command post! without the data being intercepted by unwanted parties. The MMV is fully deployed by one person in a stand-alone configuration in less than 10 minutes. The system is battery operated and can operate for eight continuous hours using one set of spare camera batteries.


ViewMaxx Digital Video System

ViewMaxx is a high-resolution, digital video recording and real-time monitoring system. This system can be scaled to meet a specific customer’s needs by using anywhere from one camera up to 32 surveillance cameras per each ViewMaxx unit. The system uses a video capture card recording which translates closed-circuit television analog video data (a format normally used by broadcasters for national television programs) to a computer readable digital format to be stored on direct access digital disk devices rather than the conventional television format of video tape. ViewMaxx offers programmable recording features that can eliminate the unnecessary storage of non-critical image data.


Additional Applications and Integration of ViewScan and ViewMaxx

The Company offers integration of other products with ViewScan or ViewMaxx. Its product can be interfaced with ViewScan and/or ViewMaxx to limit individual access to an area. ViewScan and/or ViewMaxx can be coupled with magnetic door locks to restrict access to a particular area. The MINI (Mobile Intelligent Network Informer) is a portable, wireless watchdog communication device that checks for intrusion into uninhabited areas such as foreclosed houses, storage spaces and vacation homes. The MINI senses motion and sends text messages to a user’s cell phone. Property and remote assets may be guarded by this device that requires no plug-in electricity, no physical phone line and no monitoring service. The MINI runs on batteries and one configuration of the system can even send a photo of the in! truder to! the user’s cell phone. Camera settings can be controlled and changed via short message service (SMS) commands. It licenses the MINI from its manufacturer and acts as a distributor.
