This is the new clarion call among countries that are lifting their beacons to the mass numbers of wealthy Chinese fleeing their country.
More than half of all Chinese multimillionaires have either left or plan to emigrate, according to surveys. Countries around the world are lining up to attract them, creating a growing business and economy around selling them residency.
Australia said Tuesday that a new visa program aimed at the wealthy — the “significant investor” initiative — has received overwhelming response, with Chinese nationals accounting for over 90% of the 545 applications.
The Australian Department of Immigration and Border Protection said it has already granted 65 of the visas to mainland Chinese, who have pumped A$325 million (US$289 million) into its economy.

Vanguard Large-Cap ETF, formerly known as Vanguard Large-Cap VIPERs, is an exchange-traded share class that seeks to track the investment performance of the Morgan Stanley Capital International (MSCI) US Prime Market 750 Index (Index). Exchange-traded funds offer a convenient way to invest in sectors or niches that interest you. If you’d like to add some large-cap stocks to your portfolio but don’t have the time or expertise to hand-pick a few, the Vanguard Large-Cap ETF (NYSEMKT: VV ) could save you a lot of trouble. Instead of trying to figure out which large-cap stocks will perform best, you can use this ETF to invest in lots of them simultaneously.
ETFs often sport lower expense ratios than their mutual-fund cousins. This ETF, focused on large-cap stocks, sports a relatively low expense ratio — an annual fee — of 0.1%. It yields about 2%.
This ETF has performed reasonably, but it’s also very young, with just a few years on the books. It underperformed the S&P 500 in 2008 and 2010, though it beat it substantially in 2007 and 2009. As with most investments, of course, we can’t expect outstanding performances in every quarter or year. Investors with co nviction need to wait for their holdings to deliver.

Also gaining double digits on the week was the highly embattled Peregrine Pharmaceuticals (NASDAQ: PPHM ) which rallied after the FDA approved its late-stage trial design for its second-line non-small-cell lung cancer immunotherapy, Bavituximab. While trial design approvals are rarely big news, it is in this case because mid-stage results for Bavituximab have been all over the place. At first Bavituximab demonstrated a better than doubling in progression-free survival followed weeks later by management’s insistence that investors were not to trust the data. A few months later, following a review, we were told to trust the data again. This filing helps relieve some of the confusion surrounding Peregrine’s mid-stage results, and hopefully its phase 3 study will be black-and-white obvious as to whether Bavituximab provides a statistically significant benefit.
