Judging from the big rise in the stock market this morning, you might reasonably think that Federal Reserve Chairman Ben Bernanke had come out with an illuminating speech explaining exactly what the Fed plans to do in every possible contingency going forward. Yet investors got no such promises from the Fed, instead taking it on faith that the central bank will continue its successful management of monetary policy when it meets later this week. Even that was enough to send markets soaring, with the Dow Jones Industrials (DJINDICES: ^DJI  ) climbing 165 points by 10:45 a.m. EDT in a broad-based rally that sent stocks higher around the world.

Yet investors need to understand that there’s only so much the Fed can do to eliminate uncertainty about its future actions. The key to the Fed’s ability to manage the economy is its ability to surprise the financial markets when necessary, and the Fed therefore won’t show all its cards for fear that doing so would reduce its effectiveness going forward. Moreover, with Bernanke himself seen leaving his role as Fed chairman at the beginning of next year, investors will have a new Fed leader to get familiar with at what will be a pivotal time for interest rate policy and the economy.

Student Housing Operations

The Company’s student housing operations are consisted of rental and other service revenues, such as application fees, pet fees and late payment fees. In August 2010, the Company opened three additional properties that were owned by the same real estate venture.

Development, Construc! tion and Management Services

The Company provides development and construction services to unconsolidated joint ventures in which it has an ownership interest. The Company acts as a general contractor on all of its construction projects. In addition to its wholly owned properties, all of which are managed by the Company, it also provides management services to uncombined joint ventures in which, it has an ownership interest.

    2013 is panning out to be a rough year for Campus Crest Communities (CCG) — shares of the small-cap student housing REIT have slid 12.7% since the calendar flipped over to January. While that sounds bad enough as it is, it’s actually 31% underperformance vs. the S&P 500. And a quick glance at the chart makes it pretty clear to see why.

    CCG is stuck in a textbook downtrend right now, bouncing between trendline resisatnce to the upside and a parallel support level below. You don’t have to be an expert technical analyst to figure out where CCG’s high probability price action is from here; it’s down. Trendline resistance has acted as a ceiling for shares on the last four tests in 2013 – and with shares hitting their head on that resistance level this week, now’s the optimal time to sell (or short) this REIT.

    If you’re looking for an opportunity to buy CCG, you could be in for a long wait. But the 50-day moving average has been a pretty good proxy for resistance since the start of the summer. I’d recommend waiting for that line to get broken before even thinking about doing anything but selling this stock. Until then, it’s toxic.

It’s a REIT, so it distributes a minimum of 90% of taxable income as a common dividend of roughly 6%, which may even attract other investors. Campus Crest carries $225 million in debt and services it at a rate of about 5%. The company came into its own in 2012, as it reported solid EBITDA of $16.5 million and a profit after debt service and preferred stock payments, which it just started that year.

    Stocks bounced in and out of the plus column before picking a direction on Friday. Unfortunately, the path chosen was down again, though not far. The Dow Jones industrial average (^DJI) extended its losing streak to five days, dropping another 43 points. The Standard & Poor’s 500 (^GSPC) fell 5 and the Nasdaq composite (^IXIC) lost 15 points. In all, each of the major averages lost in the neighborhood of a quarter of a percent Friday, and all lost ground for the week. Meanwhile, another once-popular teen retailer took a tumble. Shares of Aeropostale (ARO) tumbled 20 percent after the retailer posted a wider than expected quarterly loss. The stock is now down 60 percent over the past year. But investors were buying some other retailers. Zumiez (ZUMZ), also geared toward teens, rose 2½ percent despite forecasting a loss in the current quarter. A couple of chains geared toward women did well. Ulta Salon (ULTA) gained nearly 6½ percent as earnings topped expectations. Ann (ANN), best known for its Ann Taylor stores, rose 7½ percent. And Coach (COH) gained 2 percent. Other gainers today: Green Mountain (GMCR), maker of Keurig, was up 7 percent, after expanding its deal with Starbucks. Liberty Media (LSTZA) ended its deal to buy those shares of Sirius XM (SIRI) it doesn’t already own. Both stocks gained on the news; Liberty up 7 percent, Sirius up 2 percent. And Castlight Health (CSLT) soared nearly 150 percent above its $16 a share IPO price. The company, which helps workers choose healthcare benefits, stands to gain from Obamacare. On the downside: Tesla (TSLA) lost another 3 percent on reports that New York could become the fifth state to block the company from selling direct to consumers.
