NEW YORK (CNNMoney) After hitting all-time highs earlier in the month, stock markets have taken a negative turn as investors worry about developments in Washington.

U.S. stock futures were little changed ahead of the opening bell and most global stock indexes were in the red.

There are concerns that Congress will be unable to adequately deal with the country’s debt ceiling woes, which means the government risks defaulting on its debt next month. Treasury Secretary Jack Lew warned Tuesday that Wall Street should take the looming debt limit more seriously.


Investors also considered the possibility that the U.S. government might shut down on Oct. 1, which could hit economic growth.

“Debt ceiling fears have seen risk aversion return,” wrote Societe Generale analyst Kit Juckes in a market report. He compared the impending government shutdown and the prospect of raising the debt ceiling to “observing a man holding a loaded shotgun, pointed at his own foot.”

    Another stock that’s starting to move within range of triggering a near-term breakout trade is China Recycling Energy (CREG), which engages in the recycling energy business, providing energy savings and recycling products and services. This stock is off to a strong start in 2013, with shares up a whopping 166%.

    If you take a look at the chart for China Recycling Energy, you’ll notice that this stock recently formed a double bottom chart pattern at $1.67 to $1.66 a share. Following that bottom, shares of CREG have started to uptrend strong and move back above its 50-day moving average. That uptrend has now pushed shares of CREG within range of triggering a near-term breakout trade.


    Market players should now look for long-biased trades in CREG if it manages to break out above some near-term overhead resistance levels at $2.80 to $2.85 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 95,671 shares. If that breakout triggers soon, then CREG will set up to re-test or possibly take out its next major overhead resistance levels at $3.50 to $4 a share.

    Traders can look to buy CREG off any weakness to anticipate that breakout and simply use a stop that sits right below its 50-day moving average of $2.32 a share, or near more support at $2 a share. One can also buy CREG off strength once it clears those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

    Short sellers have been mouthing off about GameStop since at least 2008, and all the stock did was go up – all the way to a high of over $55 back in October. So forgive me if I’m not sold on digital distribution and smartphone gaming “killing” the company just yet! There were 2 catalysts for the recent drop. One, the stock was probably overvalued in the $50’s, considering its less-than-stellar growth prospects. Two, the firmreported a 22.5% drop in new software sales during the holidays. That’s not great, but console transitions have historically caused disruptions in software sales. In the meantime, GameStop continues to buy back large amounts of shares and the dividend yield is now over 3%. WORTHY OF CONSIDERATION.
