NEW YORK — Ask pretty much any money manager or economist on Wall Street the question: Are lawmakers crazy enough to let the U.S. default on its debts? And the answer invariably is: “No way!”
What if they’re wrong?
When discussing the odds of the U.S. not paying its bills for the first time in its history, an event the U.S. Treasury says could occur as early as Oct. 17 and usher in a financial crisis on par, if not worse, than the 2008 financial storm, Wall Street keeps saying the odds are long. As in really, really, really long.
Adam Parker, chief U.S. equity strategist at Morgan Stanley, puts the chance of a default at “zero percent.” Joseph LaVorgna, chief U.S. economist at Deutsche Bank, says it is “effectively zero.” Craig Johnson, senior technical research analyst at Piper Jaffray, also says it won’t happen, saying that if it does voters would “ensure that no one in Washington is re-elected.”

And it’s becoming even less relevant to Bakken producers, who had planned on using about 100,000 bpd of Keystone XL’s capacity to alleviate logistical bottlenecks in the Bakken. We believe Anadarko Petroleum offers investors a better-than-average portfolio with attractive high-potential deepwater program and solid onshore assets, particularly the dominant position in the Niobrara and an exciting position in the emerging Delaware Basin. When you also consider the track record of solid deep water exploration success, the willingness to monetize assets, the large discovery in Mozambique and the $10-billion interest in GPM it is easy to understand investor enthusiasm. When we contrast Anadarko Petroleum’s delivery in comparison to several of its better positioned peers we find better value elsewhere in the group. We believe Continental Resources (CLR), EOG Resources (EOG) and Noble Energy (NBL) are all likely to grow twice as fast as Anadarko Petroleum – yet there is no appreciable premium in any of those shares. Debt-adjusted cash-flow multiples using 2015 estimates are 7.6x, 6.1x and 7.2x for the peers Continental Resources, EOG Resources, and Noble Energy, respectively, as compared to Anadarko Petroleum’s 7.3x.

Still a glittering opportunity?

One under-$10 biopharmaceutical player that’s starting to move within range of triggering a big breakout trade is Catalyst Pharmaceutical Partners (CPRX), which is focused on the development and commercialization of prescription drugs targeting diseases of the central nervous system with a focus on the treatment of drug addiction and epilepsy. This stock has been on fire so far in 2013, with shares up a whopping 364%.
If you take a look at the chart for Catalyst Pharmaceutical Partners, you’ll notice that this stock has been uptrending strong for the last month, with shares soaring higher from its low of $1.29 to its intraday high of $2.09 a share. During that uptrend, shares of CPRX have been consistently making higher lows and higher highs, which is bullish technical price action. That move has now pushed share of CPRX within range of triggering a big breakout trade.
Traders should now look for long-biased trades in CPRX if it manages to break out above its 50-day moving average of $2.11 a share with high volume. Look for a sustained move or close above that level with volume that hits near or above its three-month average volume of 2.21 million shares. If that breakout triggers soon, then CPRX will set up to re-test or possibly take out its next major overhead resistance levels at $2.87 to $3 a share. Any high-volume move above those levels will then give CPRX a chance to re-test its 52-week high at $3.65 a share.
Traders can look to buy CPRX off any weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support levels at $1.65 to $1.63 a share. One can also buy CPRX off strength once it starts to take out those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

That move has now pushed shares of CPRX within range of triggering a near-term breakout trade. That trade will hit if CPRX manages to take out some near-term overhead resistance levels at $2.07 to its 50-day moving average of $2.16 with high volume.
