LONDON — The FTSE 100 (FTSEINDICES: ^FTSE  ) picked up a bit yesterday afternoon after the European Central Bank cuts its benchmark interest rate from 0.75% to 0.5%, but there’s little movement today, with the index of top U.K. shares up just 0.24% to 6,477 points as of 7:45 a.m. EDT. Despite the cut, there are still few signs of economic cheer across the eurozone, with manufacturing output having fallen in April.

But things are happier for some of our individual companies. Here are three that are perking up today.

Man
Man Group saw its shares rise 9.4% to 116 pence this morning after the investment manager released a quarterly update telling us that its AHL Diversified program is up 4.2% for the quarter and up 10.4% for the year to date. But on the downside, the firm saw a net outflow of capital of $3.7 billion over the period, taking total funds under management down to $54.8 billion.

But perhaps the biggest news is that Man will use up $470 million of its surplus capital to redeem all its debt securities, saving $78 million in interest payments from 2014.

    Another under-$10 wireless telecom player that’s starting to move within range of triggering a major breakout trade is Partner Communications (PTNR), a telecommunications company, provides cellular and fixed-line telecommunication services in Israel. This stock is off to a strong start in 2013, with shares up sharply by 29%.

    If you take a look at the chart for Partner Communications, you’ll notice that this stock has been trending sideways for the last month, with shares moving between $7.28 on the downside and $7.96 on the upside. Shares of PTRN are bucking the overall market weakness today as the stock starts to move within range of triggering a breakout trade above the upper-end of its sideways trading chart pattern.

    Market players should now look for long-biased trades in PTNR if it manages to break out above some near-term overhead resistance levels at $7.80 to $7.85 a share and then once it clears its 52-week high at $7.96 a share with high volume. Look for a sustained move or close above those levels with volume that registers near or above its three-month average volume of 107,303 shares. If that breakout triggers soon, then PTNR will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that move are $10 to $12.20 a share.

    Traders can look to buy PTNR off any weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support levels at $7.38 to $7.28, or below its 50-day at $6.97 a share. One can also buy PTNR off strength once it clears those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

Bank will combine to create the nation’s fourth largest seller of menswear. Men’s Wearhouse (MW) said Tuesday that it’s buying its rival Jos. A. Bank Clothiers (JOSB) for $1.8 billion. The company will pay $65 a share, a 5 percent premium to Jos. A. Bank’s most recent closing price. As part of the deal, Jos. A. Bank also said it’s terminating its deal to acquire the parent company of Eddie Bauer, which sells rugged outerwear. Shares of both companies rose on the news: Men’s Wearhouse’s shares were up nearly 5 percent to $57.13, while shares of Jos. A. Bank increased nearly 4 percent to $64.22. The acquisition comes after months of the two chains publicly fighting over who would acquire whom. Industry watchers had speculated that a merger was inevitable given the challenges the companies face in the increasingly competitive menswear landscape. With more than 1,700 U.S. stores and $3.5 billion in annual sales, the combined company’s reach in men’s clothing will fall behind only Macy’s (M), Kohl’s (KSS) and J.C. Penney (JCP). “Together, Men’s Wearhouse and Jos. A. Bank will have increased scale and breadth,” Doug Ewert, president and CEO of Men’s Wearhouse, said in a statement. Jos. A.     You know, were it just Uranium Resources, Inc. (NASDAQ:URRE) or just Ur-Energy Inc. (NYSEMKT:URG) or just Uranerz Energy Corp. (NYSEMKT:URZ) making a decided bullish move, I might be able to dismiss it. Similarly, if URZ had only been moving higher for one or two days (or only URG or only URRE), it might be easy to not be impressed. Neither of those situations has been the actual case, however. All three stocks have been moving upward for several days now, quite a bit, on noticeably higher volume. There’s something “going on”, as it were, and if prior group-wide movements are any clue, it’s the kind of move worth tapping into.

    This week, Defense Secretary Chuck Hagel proposed a defense budget that would reduce the US Army to its smallest force since before World War II. And we were woefully under-prepared for that war.

    The proposals will face powerful resistance from members of Congress, veterans’ organizations, arms manufacturers and more. Complete details of the proposed federal budget are to be released next week.

    The timing is unfortunate. For example, consider this headline from last night: “Russia says it will respect the ‘territorial integrity’ of Ukraine.” Maybe. But such statements are meaningless.

    Amid considerable other global unrest these days, reducing our spending on defense seems imprudent. However, various constraints that have built up over time require it, or reductions elsewhere.

    Fifty years ago, the military made up nearly half of government spending. Now it’s about 17 percent. Entitlements were one-third of the budg et then. Now they’re approaching two-thirds. “This is a time for reality,” Hagel said.

    Under the new approach, the emphasis is to shift from the longstanding goal of being able to fight two wars simultaneously, such as in Europe and Asia; and toward such threats as cyber warfare and terrorism.

    For instance, the size of the active-duty military would decline by 13 percent and the reserves by 5 percent in coming years. But Special Operations forces would grow by 6 percent.

    Inevitably, this would mean increased risk in the event of a second crisis. “You have fewer troops, fewer ships, fewer planes,” Hagel said.  “Readiness is not the same standard. Of course there’s going to be risk.”

    The Army currently is scheduled to drop to 490,000 troops from a post-9/11 peak of 570,000. Under the new proposal, the Army would decline to between 440,000 and 450,000 based on the current mandate to impose a military spending cap of about $496 billion for fis
