The Stoxx Europe 600 Index slipped less than 0.1 percent to 295.22 at the close of trading. The benchmark gauge earlier climbed as much as 0.3 percent after Standard & Poor’s upgraded its outlook on the U.S.’s AA+ credit rating to stable from negative, citing receding fiscal risks.

“After a strong session we see consolidation with volumes below average,” Soeren Steinert, who helps manage about $24 billion as associate director for equities trading at Quoniam Asset Management GmbH in Frankfurt, said in an e-mail. “There is no company news that could influence individual stock prices and it seems that there is little interest in the extremely strong Japanese session and the macroeconomic figures from the country.”

    This week, Defense Secretary Chuck Hagel proposed a defense budget that would reduce the US Army to its smallest force since before World War II. And we were woefully under-prepared for that war.

    The proposals will face powerful resistance from members of Congress, veterans’ organizations, arms manufacturers and more. Complete details of the proposed federal budget are to be released next week.


    The timing is unfortunate. For example, consider this headline from last night: “Russia says it will respect the ‘territorial integrity’ of Ukraine.” Maybe. But such statements are meaningless.

    Amid considerable other global unrest these days, reducing our spending on defense seems imprudent. However, various constraints that have built up over time require it, or reductions elsewhere.

    Fifty years ago, the military made up nearly half of government spending. Now it’s about 17 percent. Entitlements were one-third of the budg et then. Now they’re approaching two-thirds. “This is a time for reality,” Hagel said.


    Under the new approach, the emphasis is to shift from the longstanding goal of being able to fight two wars simultaneously, such as in Europe and Asia; and toward such threats as cyber warfare and terrorism.

    For instance, the size of the active-duty military would decline by 13 percent and the reserves by 5 percent in coming years. But Special Operations forces would grow by 6 percent.

    Inevitably, this would mean increased risk in the event of a second crisis. “You have fewer troops, fewer ships, fewer planes,” Hagel said.  “Readiness is not the same standard. Of course there’s going to be risk.”


    The Army currently is scheduled to drop to 490,000 troops from a post-9/11 peak of 570,000. Under the new proposal, the Army would decline to between 440,000 and 450,000 based on the current mandate to impose a military spending cap of about $496 billion for fis

The Aircrane is capable of providing heavy-lift solutions to a wide variety of industries, including firefighting, timber harvesting, infrastructure construction, oil and gas and energy related construction, disaster recovery, and emergency response. It leases its aircraft to customers for specific missions, with customers generally paying for the aircraft, maintenance, and crewing services, as well as fuel expense. Under its firefighting contracts, aircraft are deployed to locations prone to seasonal fires and remain on standby throughout the fire season. For these contracts, which it refers to as exclusive-use contracts, it typically charge on a per-day basis for availability and on a per-hour basis for actual aircraft use.


Aircrane is engaged in timber operations in a number of regions, including the United States, Canada, and the tropical forests in Malaysia. Its customers uses its harvesting solutions primarily for timber, such as tropical hardwoods and fo r remote area harvesting in locations that would otherwise require road construction or prohibit ground-based harvesting. Timber is vertically lifted and transported with its hydraulic grapple.

The Aircrane’s rear load-facing pilot seat makes the aircraft particularly for infrastructure projects that require extreme precision in load delivery, such as electricity transmission and broadcasting towers, oil and gas pipelines, wind turbines, mining conveying systems, industrial equipment, emergency shelters, and ski-lift equipment. The Aircrane can be configured to transport heavy machinery and equipment, such as heating, ventilating, and air conditioning (HVAC) units, automotive equipment, and other cargo items.


Aircraft Manufacturing and Maintenance, Repair, and Overhaul (Manufacturing/MRO)

The Company manufactures Aircranes and related components for sale to government and commercial customers and provide aftermarket support and mainten ance, repair, and overhaul services for the Aircrane and oth! er aircra! ft. It also offers cost per hour (CPH) contracts pursuant to which it provides components and expendable supplies for a customer’s aircraft at a fixed cost per flight hour.
