For a year, consumers will be on the honor system for subsidies under the Patient Protection and Affordable Care Act.

That’s what the Obama administration quietly announced Friday, days after unexpectedly announcing they would delay the employer mandate penalty for another year.

In a new 606-page rule published Friday, the administration said they would significantly scale back on the law’s requirements that the new exchanges verify consumers’ income and health insurance status until 2015, when stronger verification systems are in place.


In the meantime, the government will rely on consumers’ self-reported information.

Health insurance exchanges set up under PPACA are set to begin open enrollment Oct. 1. Enrollees with incomes ranging from 100 percent to 400 percent of the federal poverty line are eligible to receive tax subsidies to help them buy insurance. They also must not have access to insurance through their employer to qualify.

Its adjusted earnings surged to $1.76 per share compared to $1.73 per share. Its revenue climbed to $20.47 billion versus $18.89 billion. However, analysts were projecting earnings of $1.57 per share on revenue of $20.24 billion. For the full year, Boeing expects adjusted earnings of $7.15 to $7.35 per share.

    One under-$10 wireless services player that looks poised for a big spike higher is KongZhong (KONG), which is a provider of WVAS and mobile games to mobile phone users and a wireless media company providing news, content, community and mobile advertising services through its wireless Internet sites in the PRC. This stock is off to a hot start in 2013, with shares up sharply by 53%.

    If you take a look at the chart for KongZhong, you’ll notice that this stock has been downtrending badly for the last two months, with shares plunging lower from its high of $14.92 to its recent low of $7.78 a share. During that downtrend, shares of KONG have been consistently making lower highs and lower lows, which is bearish technical price action. That move has now pushed shares of KONG into oversold territory, since its current relative strength index reading is 30.21. Shares of KONG are now starting to spike higher off its recent low of $7.78 a share and off its 200-day moving average of $7.95 a share. This spike could be signaling that the downside volatility for KONG is over in the short-term and the stock is ready to trend higher.


    Traders should now look for long-biased trades in KONG if it manages to break out above some near-term overhead resistance at $8.50 a share with high volume. Look for a sustained move or close above that level with volume that hits near or above its three-month average action of 519,857 shares. If that breakout triggers soon, then KONG will set up to re-test or possibly take out its next major overhead resistance levels at $10 to its 50-day moving average at $11.33 a share.

    Traders can look to buy KONG off any weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support at $7.78 a share. One can also buy KONG off strength once it takes out $8.50 a share with volume and then simply use a stop that sits a comfortable percentage from your entry point.

    Traders should now look for long-biased trades in LONG as long as it’s trending above its 50-day at $18.39 or above its 200-day at $17.40 and then once it sustains a move or close above those breakout levels with volume that hits near or above 30,062 shares. If that breakout hits soon, then LONG will set up to re-test or possibly take out its next major overhead resistance level at its 52-week high of $24. Any high-volume move above $24 will then give LONG a chance to make a run at $30.

    One biotechnology player that’s starting to trend within range of triggering a big breakout trade is Raptor Pharmaceuticals (RPTP), which has a pipeline that includes both candidates from its proprietary drug targeting platforms and in-licensed and acquired product candidates. This stock is in play with the bulls so far in 2013, with shares up sharply by 151%.

    If you take a look at the chart for Raptor Pharmaceuticals, you’ll notice that stock has been uptrending strong for the last six months, with shares soaring higher from its low of $5.50 to its recent high of $15.29 a share. During that uptrend, shares of RPTP have been consistently making higher lows and higher highs, which is bullish technical price action. That move has now pushed shares of RPTP within range of triggering a big breakout trade.

    Traders should now look for long-biased trades in RPTP if it manages to break out above some near-term overhead resistance levels at $14.99 a share to its 52-week high at $15.29 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average volume of 844,332 shares. If that breakout triggers soon, then RPTP will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that breakout are $18 to $20 a share, or even north of $20 a share.
